If you’re the kind of planner who sees a vacant parcel and immediately starts mentally mapping mixed-use, walkability, and long-term impact… we should talk.

We’re looking for a Planning Manager who can balance big-picture vision with real-world execution — someone who can lead a team, partner with developers, navigate zoning conversations, and still get excited about a really well-written staff report.

What You’ll Be Doing (AKA Your Impact)

This isn’t a “review plans and move on” role — this is front-row seat to shaping a community.

You’ll:
Lead the Planning Division:

Oversee Planning, Urban Design & Neighborhoods.
Set priorities, guide projects, and keep everything moving forward.
Build, coach, and develop a high-performing team.

Drive Development & Land Use Strategy:

Partner with developers, engineers, and stakeholders.
Review zoning, land use, and development proposals.
Negotiate agreements that align with the City’s vision.

Own the Big Picture (and the Details):

Oversee updates to the Comprehensive Plan.
Analyze trends, data, and long-term growth impacts.
Present recommendations to Planning Commission & City Council.

Be the Connector:

Work closely with residents, neighborhood groups, and regional partners.
Lead community initiatives like the City Academy & Neighborhood Summit .
Navigate conversations that matter (and sometimes get a little spicy).

Make It Better:

Improve processes, policies, and planning programs.
Bring innovative ideas to modernize how planning gets done.
Help shape the future of community development in Rowlett.

What You Bring:

We’re looking for someone who can lead, think strategically, and still roll up their sleeves.

Bachelor’s degree in Urban Planning, Geography, or related field.
Master’s preferred (but we value experience too).
4+ years in municipal planning.
2+ years leading or supervising planning/zoning work.

You also:

Know zoning, land use, and development regulations like a pro.
Can translate complex planning concepts into clear recommendations.
Are comfortable presenting to leadership, boards, and the public.
Build strong relationships (even when conversations get tough.
Think both strategically and operationally.

Bonus Points:

AICP Certification.
Experience with Comprehensive Plan updates.
Grant management (CDBG or similar).
Passion for community engagement and neighborhood development.

The Details:

Valid driver’s license required.
Ability to attend evening meetings (Planning & Zoning, City Council, etc.).
Strong collaboration + communication = non-negotiable.
